SUBJ: U.S.S. WESTMORLAND INCIDENT
CC: DEPARTMENT OF TEMPORAL INVESTIGATIONS, STARFLEET CORPS OF ENGINEERS
***THIS MEMORANDUM IS APPROVED FOR DISTRIBUTION TO ALL PERSONNEL ASSIGNED TO MAJOR COMMAND FLEET 146***
In response to the incident regarding the Starship U.S.S. Westmorland (NCC-98339), Starfleet Command is issuing the following directives:
1) All civilian traffic within a five lightyear radius of the Vlugta Asteroid Field is suspended pending investigation. All non-essential traffic is to divert around the affected zone.
2) The U.S.S. Westmorland is off limits to all personnel not assigned to the investigation or recovery efforts without prior authorization of Starfleet Command or designee.
3) Department of Temporal Investigations (DTI) is assigned to investigate the incidents surrounding the U.S.S. Westmorland. DTI has command authority over the U.S.S. Westmorland and the Vlugta Interdiction Zone. All Starfleet personnel are required to comply with DTI pertaining this investigation.
4) Starfleet Corps of Engineers (SCE) is assigned to recovery efforts of U.S.S. Westmorland. Command Authority on recovery efforts is given to DTI. SCE personnel assigned to U.S.S. Westmorland recovery operations are to be temporarily assigned to DTI. All Starfleet personnel are encouraged to to comply with request from SCE pertaining to U.S.S. Westmorland recovery operations.
5) All signs of unknown craft are to be reported to regional Starfleet Intelligence departments. Fleet Intelligence (N-2) Departments are to forward the reports to their respective points of contact.
6) Allied factions are to be allowed limited information pertaining to U.S.S. Westmorland investigations. This is In Accordance With (IAW) all relevent treaties and agreements between the respective factions.
7) All questions pertaining to this investigation are to be directed to DTI, SCE, or Fleet Intelligence (N-2) departments.
