Federation Envoy's log, Stardate 92984.97
It has been six weeks since I arrived at Archanis to begin my duties as Federation Envoy. Governor Ka'rel has been a most honorabl, if enigmatic, host. I would say that his Starfleet Intelligence profile understates his ability to give away no more than he's willing to share, as he has yet to divulge what reason he had to ask for me as a Federation representative.
With that said, we've had a productive relationship so far, entailing several long discussions comparing Federation and Klingon law. He seems most interested in the treatment of migration, particularly of refugees and dissidents. I haven't been able to ascertain whether this interest is personal or a sign of things to come.
I have attempted several times to address the matters of repatriation and redress over the Hromi Declaration and the Archanis invasion two years later. On delivering my assignment, the Federation Council impressed on me the value of securing access to property of Federation citizens who had been exiled from those sectors by the Klingons ten years ago.
For his part, Governor Ka'rel seems sympathetic, at least to the idea of repatriation. In a rather glib moment--one away from his omni-present aides--he admitted he would like to see Archanis become a galactic trade hub, similar to Earth, where all species and cultures could interact productively. However, he pointed out, Klingons do not simply give back property obtained honorably. My work, it seems, is cut out for me.
In personal news, V'ruk and Ka'rel's son, D'Kor, get along famously. I sometimes worry that they are acting out the old human tale of the fox and the hound, but then I realize that I'm just borrowing trouble. If I have anything to say about it, we'll avoid Klingons and Starfleet going to war again in their lifetimes.
I received word this morning the my grandfather, K'Rishaa is coming to visit. Since he usually likes to surprise me, his announcement is a surprise in itself. Anyway, we'll see if he still likes targ.

Appending to this message a file received from two intelligence sources in the quadrant, one of which was Ka'rel's. Details on weapons smuggling to Gorn separatists by an upstart band of pirates. Apparently, they have been using warehouses on Archanis as staging areas. Will need to monitor more closely.
