SEARTT is an acronym meaning Strategic Encounter And Reconnaissance Tactical Team. This Task Force is the brain child of Admiral Spoon who once was the Executive Officer for the Beta Ursa Defense Force and later the First Admiral for the newly formed 146th Fleet. A strategist first, Admiral Spoon had submitted a plan to create a specialized Task Force specifically for cat and mouse warfare tactics.
Starfleet Command had taken the idea under advisement and for months sat on any approval. With a few additional chess moves, the Admiral was able to get the brass to agree to form the task force but only if the Admiral could come up with his own ships that would not take away from the fleets strength or projected strength in the future. What this meant was that he couldn't recruit any ships already in service into the task force, or even those that were still under construction. Another stipulation was that he couldn't order any ships to be built using Starfleet resources. So he couldn't call up Utopia Planetia Fleet Yards and put one on order, nor could he use any other resources to acquire a ship through a private contractor.
What was left at this point? Starfleet had effectively cut out all options to actually establish the task force. IT was never intended to have a large number of ships as one of the chess moves played by the Admiral for selling the idea was to have a small number of ships work in such a strategic way that a group of five ships could be as effective as ten ships if not more. The admiral wanted to show that when applied correctly, numbers were not always the deciding factor in a victory. He also wanted to prove that he didn't need the best of the best to pull it off. Just officers willing to take orders and follow them.
What Starfleet didn't realize was just how resourceful the admiral could be when pushed. There were plenty of ships being trashed on a regular basis and then stripped for parts for emergency repairs. The last ship he had commanded, and left upon his promotion to Admiral was an old Excelsior Class ship. This ship had been towed to the salvage yard after the lost fleet of Jem'hedar who were lost in the worm hole around Bajor for decades emerged and attacked DS9. The ship was heavily damaged during the evacuation attempt of the civilians as it stood its ground as an alternative target for the Jem'Hedar to pound on.
After calling in a favor with an old friend and a previous subordinate officer who had left Starfleet for the civilian life after the attack on DS9. He was able to talk the individual into reparing the ship at his own private ship yard. After all, he left starfleet and started his own ship building business. It took a few months to repair and get her space worthy, but now the Admiral had a ship to get his Task Force moving. The Task force got a shot in the arm though just as the Undine made an attack on Earth and Ko'nos. With this event, already predicted and submitted to the Council months before it happened. And the ability to get a ship to start the fleet, Starfleet has granted access to the fleet yards to build the fleet to the admirals requirements and at his digression.
