The Federation/Klingon War is over, but the damage is done. Many worlds in the Eta Eradani sector have felt the brunt of a front line battle and are still in bad shape. Many are without essential supplies and damaged infrastructure. Crime runs rampart to control supplies, and racial and sectarian violence have broken out on many border worlds where civilian populations of Klingon Empire and Federation races both lived in the same communities. There might be a bigger war brewing over the fate of the Delta Quadrant and the Iconian threats, but these people have already suffered from war and violence and now need to rebuild.
Operation: Phoenix Flame* is a joint Starfleet, KDF, and Romulan Republic Task Force to bring supplies and security to ONE of the many afflicted worlds... Being a task force made of mostly ships from the Starfleet 146th Fleet, Klingon 3rd Fleet, and Romulan 9th Command, the big wigs have decided to give them one of the worst afflicted worlds, Concord* (Nimbus as a set piece), to work with.

This is designed to be an ongoing storyline open to anyone in the Storytellers with one major exception: No character from RP ships is allowed (players of said characters are more than welcomed to bring another character though). This will hopefully give those who play Captains of Non-RP ships and other issues a chance to have some Trek fun that gets you out of Quarks.
Who can play?
Anyone with a toon. Starfleet, KDF, and Romulans are already sending resources to help rebuild this planet. We'll be working with one part of a larger problem and we can't quite rebuild a world in a Two Hour RP session... This will work to the more explorer/scientist/humanitarian side of Trek that the game's missions struggle to find a balance with. There will be fighting... but it's not always the case. Sometimes its a session about fixing things that need it, or exploring... You are also not bound to one character between sessions... though you would be asked to keep that character through the session.
This is also open to independents. After all, Concord can afford a few mercs, and traders can be contracted to bring supplies and goods... I am looking to diversify this storyline... it's not a Federation or Klingon story... it's a Storyteller's story.
What roles are needed?
The Flag: Well, first off, given all the characters we have, we're going to need a person to officially ICly run this Task Force... a Flag Officer (looking at one to two stars... Viliana will still out rank you). I'm still playing with this idea and would like some input... But I have two ideas:
1. Andrew Decker would be the Admiral in charge as a partial attempt to revitalize Victory (which was intended as an RP Task Force, rather than a single ship) and would function more as a GM character, who would bark orders to the Captains and get them to respond.
2. A player Flag Officer who would be more of the RP Ship Captain Equivalent who would be part of the order RPer base and respond to GM events and actions. Would probably have him/her pair up with another Captain who flies his or her Flag Ship... If we go this route, I will ask for you to PRIVATELY let me know in a forum or in game PM... not a /tell... I need to save it, with the character you want to bring and I will select the person I think is the best fit... I do have some things I am looking for in this option and remember that this is a joint operation... doesn't have to be a Fed running the show.
To give an equivalent from the show... Option 1 would be Admiral Ross... Option Two would be movie Kirk...
Captains: A good number of those off RP ships play Captains and this is something for them to shine. You won't get as fanciful missions as our RP ships, but it's still more interesting than talking at a bar. Would also be able to bring your own Ship.
Commanders: Could come on as one of two roles: Commanding Officers of small ships (Early level classes as well as Escort types like the Defiants and what have you) or First Officers of a Captain's ship.
Lt. Commanders and Lower: Another goal of this RP story is to get players who like to play lower ranked characters a "Captain" to work with. These characters would come in as bridge officers or crew of another Captain or Commander and help round out his or her ship a little like the First officer option. By no means do we need a full bridge, it's just another option for this to work and give you something other than Bar RP.
Civilians and Mercs: Concord* can afford to pay for some Mercs... in addition, Civies like traders and the like can pop in to help with supplies and setting up equipment. Heck, you could even role a new character to play a local law enforcement or merchant on Concord...
What will the stories be like?
Well, I do have some ideas... I'd like to bring back a villain or two I've run... and I've always been facinated by the idea of a "Gorn" resistance movement... There might be some terrorism and some lingering tensions between Humans and Klingons... Not to mention piracy and organized crime from the Orions and Nausicaans. Let's also not forget about the fact that we are here to rebuild some sessions may be as simple as "We got to fix their shit?"... and I've heard other people talk about ideas. I would like this to be just as GMed by me as by the players. Got a cool story you want to do out of session with a fellow player? Maybe two Captains want to get into fight with pirates while on patrol? Good... Want to have some street violence? Good... Hell, we could have a session where we report these to the task force as a whole and discuss coarse of action.
When will a session be?
*shrugs* I don't know... I'm looking at either Sunday or Fridays... but this would be a little less formal than RP Ships and a little more like KDF night... just with things to do.

Skirmishes would go back and forth for years until the Khitomer Accords were signed and the New Yukon system became a Federation colony. The Federation still allowed the Klingon citizens to live and form their own communities. As the various other mining operations flourished, New Yukon became a major trade route to Klingon Space for the Romulans and Ferengi, who sought stakes in the world. Nausicaans came to work the asteroid mines as well as hired muscle work provided by Orion legitimate and syndicate holdings.
When the Klingon/Gorn war broke out, several Gorn fleeing the annexation settled on New Yukon and picked up work where they could. Many also began to plot a resistance from the Klingon occupation and a few bold Gorn even launched terrorist attacks against the Klingon communities. When the Klingon/Federation War broke out, New Yukon saw some of the fiercest fighting of the war. The exact number of times it had flipped hands is always debated, but ground and space forces in the system became stalemated against each other. Most of the infrastructure was destroyed and in the ensuing search for supplies, riots broke out, resistance movements with brutal rules of battle formed on all sides, and the planet's economic centers crumbled.
Now that the war is over, it's time to rebuild. But the diversity of the planet's citizens and the fieceness of the fighting means that even getting the planet to work with their own kind will be hard... let alone those they fought against in the war.
Stakes:
While no means a must to be interested, here are some of the various stakes races would have in New Yukon:
Federation and Klingon Empire: Both have a sizable group of citizens that make their home here, and the cities have become more integrated in the Khitomer era. The battle for control has led to resistance groups and neighbor against neighbor mentallities which have renewed ancient hatreds long thought buried in the sands. It took no time to recognize that Starfleet and the KDF were to work together if the commitment to rebuilding the planet was to be seen as fair by the citizens.
Romulan Republic: Allies of Both the Federation and Klingon Empire, the Republic would officially be helping to show thanks to allies who helped them get off the ground. Un-officially, the restoration of supplies from outside of the Republic would mean they could have a safe reserve should Tal Shiar disrupt their own production facilities.
Cardassian Uninion: While not doing much trade in this part of the galaxy, the Cardassian Union would see this as a way of showing gratitude for the repair efforts from the Dominion war... or as a rare opportunity to be smug to old enemies from a war they are still partially recovering from.
Orions: Syndicate members could see a great oppertunity for smugglers to get goods off and charge high rates for food and other scarce goods on New Yukon. Crime pays here. Non-Criminal Orions can also find some good work here as well.
Ferengi: War and Peace are good for Profit. Ferengi's with the Lobes for Business could do quite well here.
Gorn: As refugees from the Klingon Occupation of their territories, several Gorn here are looking for an excuse to fight back. Or find legit work.
Nausicaans: Merc Jobs? Mining Gigs? There's Nausicaans here.
Borg Collectie: Same thing they have in every world... try to to assimilate.
Tholian Assembley: Frequently pass the area. Often time take pot shots at cargo ships and occasionally take the them for parts or reverse engineering.
Pirates: A wealth of supplies and goods coming and going to this world? With the Rings and Asteroids to hide, it's a favorite place to commandeer a hapless freighter.
Mercenaries: With all the various factions and wealth, it's not unheard of seeing Merceniaries around here looking for work... or working... They tend to keep to themselves as one day they could be working with you... other days they have a better offer.
Civillians: People live on this planet. Bureaucrats from various factions would be needed to help generate Bureaucracy. And there's lots of places to Work from the Bars to the Stars.
