This is proposed information on the Romulan Republic Militia associated with the Storytellers. I would like constructive criticism and creative additions. The basic premise of how I see the Militia is a combination of, Revolution Era United States, South Korea, post-Taliban Afghanistan and Post-War on Terror Iraq in terms of relations with the Federation.
Romulan Militia as a whole:
Of the three factions, the Romulan Republic Militia is probably the weakest as a Military power. Most of their efforts are directed at anti-Tal Shiar operations (labeled a terrorist group by the Republic) as well as civil defense of Republic Territories. While they are somewhat limited, the Republic has secured ship designs and resources to start building new ships, though there is debate if they have produced ships unique to their forces.
Most enlisted ranks, especially planetary stations, are in fact "Weekend Warriors" who are trained, or retired Imperial Military members who have roots and lives in the community they defend. At these levels, the Militia's recruitment is based on local laws... one colony may require all healthy males of a certain age to join for so many years... others may be purely voluntary. In times of attack, they can muster defenses, normally centered around a few low officers as leadership and administration. Some of these civilians have been known to join the full time ranks and make a career. (Based on tutorial missions, where you start out a civilian).
While the Republic is working to establish a military academy, those wishing to seek a commission are graded on prior militia experience as well as other military experience. A quick way to success is to take up a post in an Officer Exchange within Starfleet or the Klingon Defense Force. In addition, many Commander and Flag officers are sourced from retired or defecting officers from the Romulan Star Navy... This leads to an interesting dynamic on ships, where the more senior staff follows strict Imperial traditions, while younger officers are more relaxed in the rules.

The Militia Starship have department divisions like a Federation Starship and are trying to establish a similar color coded uniform.
Currently the debate is about the Red, Yellow, Blue like Starfleet verses those who shun the outside influence and instead propose a different color schema.
A popular one is a four color division as follows:
Purple: Command
Olive Green: Tac/Security
Light Blue: Engineering/Operations/Flight
Grey: Science/Medical
Typically, these are undershirt colors with a Tan Yellow jacket. Traditional Rank Emplates may also be worn, but they are more often than not seen as a formal dress.
Another quirk of the Romulan Starships is that Science, not Engineering, handles matters pertaining to the Singularity Warp Core. Engineers may still redistribute the power.
As a tradition of the Imperial Navy, most department heads have dinner together, family style. This invitation is also extended to guests. Refusing is seen as an offense against the Commanding Officer, who is seen as the "host" of the dinner and many times, may even be the person cooking for the meal. It is also assumed that rank is dropped at the table and free discussion of the officer's disagreements with orders or execution is allowed without reprimand.
Where Did They Get Those Wonderful Toys:
The Romulan's military assets come from a variety of sources. When Tau Dewa seperated from the rest of the Star Empire, most of the ships docked in the sector were taken by the Militia. In addition, many other ships were retrieved through other means such as mutinies led by pro-Republic sympathizers, raids on Tal Shiar facilities sent in to bring the Republic back into the fold, and privateer and black ops actions sanctions by the Republic.
Ship building facilities in the areas have also been rebuilt and are being used to make original ships... Several classes have been modified and updated (I like to think the Z-Store variants) and completely original designs have begun making their way to production design.

The 9th Command is the proposed name for the storyteller's branch of the Romulan Republic. It operates on both KDF and Federation sides of the game. It's role is one of operating joint training and operation missions with the two fleets as well as provide auxiliary support to areas in need.
In the past, Romulans have been the commanding faction over the Federation Spire as well.
Organizationally, it would probably be commanded by a Vice Admiral as well though we have yet to settle on a candidate. Determining who it is will probably be based on level of interest and dedication of the player.
I would also like to maybe start a Romulan Night similar to our Klingon Night.
