The Children of Tellus
Officially believed created after the Battle of Starbase 234 after the Schism that saw his own fleet fire on him, the splinter faction known as the Children of Tellus, named after the primary figure in Romulan Society. Small yet dangerous, operating primarily as a guerrilla group inside Romulan Space and along whatever is left of the Federation-Romulan Neutral Zone.
In terms of operations, they are primarily aimed at striking supply convoies, Harassing Romulan patrols, both Republic and Imperial. Lately we have been able to confirm that they have been scavenging and harvesting intact components from deactivated Iconian Space Gateways for whatever purpose. Initial belief is that it is to sell the components on the Black Market for additional funding for their operations.
The Leader of the group is confirmed as Former Imperial Romulan Regent and General, Solius, known instigator of an attempted reform of the Romulan Empire and subsequent failure to commit the act of Genocide against the Romulan Republic. Since then Solius has considered himself a Pariah of his people. Considered to posses a Genius-level intelligence and an adept study of Romulan military Doctrines and Tactics. However his greatest flaw appears to be his arrogance on the matter, firmly believing none are his equal, drawing him to oversights and missing the smaller details in strategies. Perhaps a side effect from the reported genetic augmentation he underwent (see attached: Prisoner Medical report: Solius)
In terms of Technology, Intelligence reports suggest Solius has access to ships more orientated to the old Romulan Empire; T'Varo Birds of Prey, Mogai Escorts and D'Deridex Warbirds, however unconfirmed reports suggest that most, if not all of his ships have been Hybridized with Elachi Technology. Off-hand reports eye-witness statements from some survivors of Tellus raids report one or two of the ships armed with Elachi Crescent beam launchers. A separate report states that a Republic Patrol was ambushed by a small raiding party hidden by a similar spacial anomaly the Elachi use.
All Captains are to remain on high alert if encountering any ship of the Children of Tellus, if sighted, observe only. If forced to engage, signal for reinforcements from either Starfleet or Republic allies in sector. Acquisition of intact Tellus vessel takes highest priority to better understand or confirm the technology used.

Originally natives of the world Menalvagor in the Elasi Prime system, the Elasi themselves are considered daring, impulsive and skilled in Analytical and Planning Skills. The Species as a whole are considered a clan of pirates, originally three that fought amongst themselves before uniting and turning their attention to Federation Shipping Lanes. Considered a Class 1 threat in the late 2260s and 2270s. The bulk of their encounters with Starfleet are prominent in the reports of Captain James Tiberius Kirk (USS Enterprise, NCC-1701).
Lately, the Elasi appear to have undergone a resurgence, reports of attacks on Shipping Lanes from both sides of the Klingon-Federation Boarder, attacking without remorse and discretion, primarily targeting weapons and food supplies. Attacking and Withdrawing before the response to the attack dose occur.
Their leader now has been confirmed as former Starfleet Cadet-turned-Privateer Cadet Dillon Paxton. Washed out in his final year at the Academy for constant argument with instructors on Theory and Regulation. Aptitude tests showed Paxton a capable officer and skilled tactical mind. Often finding result by confusing the enemy, playing how they would expect him to before suddenly issuing unorthodox orders to confuse the enemy, throwing tactics off balance. Also showed extensive forethought in certain situations (See attached: Chekov Matrushka Simulation Report: Paxton, Dillon)
Technology-wise, Elasi ships are often considered ships raided from Mothball and Scrapyards, consisting primarily of Klingon and Federation ships Circa 2280s to 2300s (Example: Constitution-Class, Miranda-Class, D7 Battlecruisers, Kamarag Battlecruisers.), inferior in most ways to Starships of today, but none-the-less dangerous upon refit and refurbishment

The C.A.I. Free Nation.
First encountered on October 1st, 2413 in orbit around the Takris V colony. The C.A.I Free Nation is a recently discovered species of Humanoids implanted with segmented Artificial Intelligence, a single, copied AI Algorithm uploaded into a humanoid mind . All attempts to discover and establish diagonal with the species have been met with silence. As our information on the matter is so limited, a definitive reason as to why this may be cannot be determined at this time.
Most of the information acquired on the CAI comes from their intended victims from the Takris V incident. Primarily, though, from Commander H'rela t'Lhaihtrha. During her debriefing on the incident, she drew many parallels from the Borg in terms of their organization: that the majority of the CAI were interlinked with one another through the use of Nodes or Hubs, depending on the AI vernacular on the issue. Each fragment is a willfully segmented part of the core AI back on the Nation's homeworld, somewhere in the uncharted regions of the Beta Quadrant. After the 'Implantation' Process, wherein the AI fragment is merged with the brain of it's humanoid host, a sense of false individuality is instilled, the host is aware they are linked to others, yet are assured they are allowed to act as they wish and choose. As for motives, their primary one is an aggressive policy of establishing a 'Free Nation' for all sentient artificial life, and will often resort to violence to achieve it.
Commander t'Lhaihtrha's debrief only glimpsed little on the CAI's leadership. Their central figure identified as a 'Professor Gustav'. Strange as Gustav is primarily a human name. From what she was able to determine, Gustav created the original CAI concept as an administrative aid to most places in the general populace. But something occurred that incited an uprising that lead to the CAI wiping out their progenitor race. Gustav maintains control over the nation, but has been said to show clear signs of regret for mass loss of life over the CAI's aggressive posture. Gustav himself almost appeared 'Vulcan-like' in demeanor when confronted over whether there were those that would refuse the process of Implantation
No exact gauge on their level of Technology can be made, save for the offhand accounts of survivors of Takris V and the USS Tiger Moth when she lead the Counter-attack almost a month later. Overall the CAI are unorthodox in their ship design, taking prompts from old naval craft in an overall appearance. Their primary method of ship to ship engagement is with small fighter craft with their larger ships offering protection for their Carrier craft and command ships. Their hull materials are surprisingly resistant to most attacks, the Tiger Moth recording at least three direct Torpedo hits to destroy an attacking Fighter craft.
As not much is known, all encounters with the CAI nation are to be done with extreme caution in efforts and endeavors to better catalogue and understand the species better.
