Yeah, I've got an RA (Lower) admiral, and this makes total sense to me up to and including perhaps a ceiling rank for trial members of captain. The ceiling rank of Captain for trial members is already in effect. Will this at all effect Kat, since she's been an IC VA since before the split? I don't mind bumping her down to RA, but she's supposed to be heading a task force, not a job for a captain. Not to mention she's been the head judge on two trials of Starfleet officers. Other than that, I'm all for the change. Go change! *waves flag* Task Forces are generally lead by Rear Admirals so in all actuality the demotion actually lines the concept up with canon more. There is a grandfather clause in effect for any character of flag rank as of the original posting of the thread. But Axel is also correct: a Rear Admiral is more appropriate for a task force. Vice Admirals command numbered fleets like the US 7th or our own Starfleet 146th.

In my mind, there's little appeal in playing anything higher than Captain, simply because Vice Admiral rankings and higher wouldn't be assigned to ships for the most part. They're assigned to starbases to watch over sectors, or at various worlds to handle entire fleets. Sure, an admiral may command a ship, but usually they're not doing so.
I've personally never put my characters above Captain rank. In an RP fleet like ours, there's no point to wanting above it except for the desire to lord it over the peons. My gut feeling is those people who want to join in and play Supreme Admiral of the Universe are people we won't want in our fleet due to the disruptive behavior.
To give an example, if I wanted to make Aura an Admiral, I would put it before the fleet, and have it voted upon and have the fleet's IC board decide if they wanted her to join those ranks. I wouldn't just decide she's an Admiral, even if she is the oldest person around. There might be very good reasons for her to be one, but there's a lot more reasons for her -not- to be one.
Even Picard, who is no doubt one of the most decorated officers in Starfleet history, was reluctant to go beyond Captain. Partly because of Kirk's influence, but also because of his personality. Does it fit for the -character- to be an Admiral, beyond dick-waving? (So to speak)
Anyway, Rear Admiral is an okay compromise, but I still would rank Captain as highest, in my mind. There's a lot of reasons we wouldn't want a hundred flag officers around.

Totally behind both items.
I can remember times when I've seen entire fleets of Admirals, presumably all offering circular orders to each other, wondering why their nonexistent staff aren't carrying them out, as they continuously promote themselves. So, yes, I definitely think both of these points will help us avoid any ridiculous scenarios like that.
Yeah. I don't know where I was going with this, either.

Ok.
So I'm not the best person at words, so please, bear with me.
Point One: Limiting the Rank to Rear Admiral, Upper Half:
I approve of the drop in rank. Vice Admiral has always been, to me, a rank that hangs out on ESD or DS9 and looks over an entire sector block, so I am all for this. Having said that, Upper half and Vice Admiral seem very close to each other, for my liking. Why not make it Rear Admiral, Lower Half, and just call it Rear Admiral, with no difference in the rank at all? From my understanding, the rank of Commodore became Rear Admiral, and Rear Admiral is the rank that would lead a Task Force/Support Fleet, which unless I've missed something, is the 146?
Point Two: Self-Promotions:
I am ok with this idea. In it's entirety. Because Flag Rank is a lot of responsibilty, and it should be decided by the IC Boss. I've not seen anyone abuse IC power, but this would seem to be the best way to prevent that.
Those are my two £0.02. Because GBP is better then USD. *nods*

My personal 2 energy credits:
Max IC character rank outside of fleetwide vote: Rear Admiral Lower Half, with a limit of 1 VA to be the IC Admiral in charge of the fleet. RA Upper should be extremely limited, in my opinion.
Self promotions: outside of the official RP ships, it should be permitted up to Captain, assuming it fits the official timeframe. Nothing Above without outside of self intervention.

Regarding the upper rank restrictions, I think it's a wonderful idea. Having super tier characters kind of inhibits interaction in most roleplaying communities, so yeah. My support for this one. As for self promotion, I think Captain's a great place to cap that. Personally, as a suggestion and not a rule, I'd prompt roleplayers to build their characters at a lower rank than they want initially and work the character into the position they desire. The character will have built the experience to warrant it, relationships with people through their IC work... and be more rounded when it comes time to take the captain's seat IC. Or first officer position or whichever.

All of them work well. However the only thing I see with the Self Promotion and leaving it to higher ranks or the FA to do it is that we'd need to keep a record perhaps of it. Maybe not a full detailed record but something that will allow us access to be able to see when/where/if a character is viable to promote.

In the two and a half weeks that the discussion has been open, we've seen all of the comments posted here support both proposed rules emphatically (and in most cases stricter rules were proposed). And out of over 450 page views, not one viewer was inspired to comment against. This degree of consensus is unprecedented in the history of the fleet, and indicates that perhaps this proposal was well overdue. The Pathfinders will accept this as a mandate by the fleet, and forgo a vote on the matter. Effective immediately, both proposals are now rules of the fleet, and the recruiting process and fleet documents will be updated. We appreciate the comments and thoughts offered in this discussion, and we will continue posting new discussions here in the forum going forward.
