Admiral Cutter:
The Westmorland Investigation is still ongoing, but we have come to certain conclusions that I feel you need to be informed of. Given the nature of the situation, I am forwarding this letter to Headquarters, 146th Fleet, as well as S.C.E. Headquarters and D.T.I. Headquarters.
The initial engineering report shows that the U.S.S. Westmorland is in fact recoverable. It will requiring mining equipment and possibly experimental Transporter and/or cloaking technology, but it is doable. Reference the U.S.S. Pegasus for details on what Commander Johnson is suggesting.
We have started searching the crew logs for information as to why the Westmorland was transported to 2253, and why the vessel became encased in an asteroid in 2271. It would appear that the unknown aliens that engaged the Westmorland are responsible for her transport. As a result, this is not a natural phenomenon, therefore we are able to attempt to recover the Westmorland and her crew. I am recommending that the 146th Fleet be involved in this attempt.
While we are still sifting through the crew logs, there aren't any mentions of the race from 2253 until 2267. There was a brief contact, though no communications were exchanged. The Westmorland did positively identify the craft as the same one that initially engaged the Westmorland in our time. We are still investigating, but based on the reports we have in front of us, it almost seems like the unknown race is stuck in some kind of temporal flux, shifting them throughout the ages. Sensor scans from the 146th, the Westmorland, and our own investigators seem to indicate that this temporal flux is artificial in nature.
At present, I am requesting authorization to look into the feasibility of recovering the Westmorland with her crew, ideally around the instance when the Westmorland arrived in 2253. I do not feel this will negatively impact the Temporal Prime Directive given this was an artificial event, and thus far it does not appear that the Westmorland interfered with the space/time continuum. I feel that we as Starfleet owe a debt to the crew of the Westmorland, and it is our duty to make every reasonable attempt to recover them and return them to their correct timeline.
